Do his clothes look ragged? What does it matter if he is bearded?

This little article I got off cnn.com is from Reuters. In the article it says he was "wearing ragged clothes". Does this picture look like he has ragged clothes on? He's wearing a belt and his shirts tucked in. Plus his shirt says God Bless America! Maybe that's what makes him crazy and ragged looking. I don't know. Why do they make a big deal out of his beard? They make it sound like because he has a beard that backs up the idea that he is crazy. What the fuck?

Intruder arrested on White House grounds

Security guards take the intruder into custody.
WASHINGTON (Reuters) -- An unarmed man penetrated the White House fence on Sunday, screaming incoherently at security guards who pulled their guns and subdued him.

The bearded intruder, wearing ragged clothes and looking distraught, made his way several dozen yards onto the White House grounds before guards surrounded him, forced him down and dragged him away.

President Bush was inside the executive mansion at the time.
